Samuel “Kempes” Owino has filed a case with the Court of Arbitration for Sport (CAS) in Lausanne, Switzerland. He wants CAS to force FIFA to establish a Normalisation Committee for the Football Kenya Federation (FKF). This committee would oversee FKF’s elections.
Owino spoke to the press at Panari Hotel in Nairobi. He argued that forming this committee is the only way to avoid legal disputes in the election process. Owino filed the case through advocate Charles Ouma on Tuesday. “The Normalisation Committee is essential for stabilizing Kenyan football,” Owino stated. “It will protect the election from legal challenges.”
Owino, who played for Harambee Stars and Gor Mahia, was accompanied by football stakeholders. His supporters included running mate Andrew Amukowa, former FKF vice president Sammy Sholei, and ex-Harambee Stars coach Jacob “Ghost” Mulee.
Owino criticized recent changes to the FKF Electoral Code. He also claimed the amendments would exclude many qualified candidates and lead to more litigation. “The SGM amendments will not ensure a fair election,” Owino said. “They will block qualified candidates and increase legal issues.”
Seven county football associations have also gone to court. They aim to block the SGM resolutions. One amendment requires candidates to have been active in football for two of the last five years. Owino’s eligibility is questioned because he has been managing AYSES football in Texas. Despite this, he insists he is qualified. “I am a Kenyan citizen with significant experience in Kenyan football,” he said.
If elected FKF president, Owino vows to improve Kenyan football. He plans to ensure accountability, develop football infrastructure, and build strong relationships with the Sports Ministry, schools, and grassroots organizations.
